					<description>sorry, I'm a bit late on this, but i want to share what is happening right now in Bucharest, Romania.  Here giant ads are hung in front of residential and office buildings on a regular basis.  From what I understand, they allow light to enter and even some sort of a view out.  In return for allowing companies to advertise over their windows the people in the apartments receive a monthly fee.

While not quite an inhabitable billboard, it does go to your idea of advertising used to subsidize housing.
